Federal Motor Carrier Safety Administration’s (FMCSA) Pre-Employment Screening Program (PSP)

The program helps carriers make more informed hiring decisions by providing secure, electronic access to a commercial driver’s five-year crash and three-year inspection history from the FMCSA Motor Carrier Management Information System (MCMIS). PSP records are available for commercial drivers and companies conducting pre-employment screening.

PSP records may be requested solely to conduct pre-screening of potential operators and only with the operator-applicant’s written consent. You cannot pull a PSP Report on a current employee.

A PSP report cmes from the FMCSA and offers a detailed overview of a commercial driver’s safety record (CDL Driver), including:

  • Five-year crash data: This includes details like the date, location, type of crash, whether there were injuries or fatalities, and if the vehicle was towed

  • Other information can include hours-of-service violations, drug or alcohol violations, and moving violations recorded on inspection reports

What is the difference between a PSP report and a Driving Record?2026-01-25T17:35:14+00:00

While both are used for screening, they track different data. An MVR typically only includes traffic-related conviction.  A PSP report lists all violations discovered during roadside inspections, even those that did not result in a citation or conviction as well as a 5 Year crash history he PSP report is “like an MVR but for roadside inspections”

Are motor carriers or Trucking Companies required by law to use the PSP?2026-01-25T17:38:07+00:00

No, the PSP is a voluntary program. The FMCSA does not mandate that motor carriers use the system as part of their driver onboarding process.  However, many carriers utilize it to supplement required checks like the driving record to ensure potential hires meet their specific safety qualification standards

Is the driver required to sign a release form before the trucking company can run a PSP Report2026-01-25T17:41:37+00:00

YES! written consent is mandatory.  A carrier cannot access a driver’s PSP data without a signed release form from the driver, ensuring privacy and transparency throughout the hiring process.  DrivingRecord.net requires you to upload the PSP relapse form to the order before processing.  Modern tools like “QuickApp” allow drivers to provide this authorization electronically, streamlining the process while maintaining FCRA compliance
